Diane Cullinan Oberhelman

Diane is the Founding Partner of Cullinan Properties, based in Peoria, Illinois, with offices in Chicago, Illinois and St. Louis, Missouri. Diane founded Cullinan Properties in 1988 after being in the real estate business since 1981, and is currently the Chairman. Today Cullinan Properties, Ltd. has evolved into a premier provider of real estate development & acquisitions focusing on commercial and mixed-use developments including retail, medical, office use, and multi-family nationwide.  Cullinan Properties has developed over $1 billion in projects and has had a strategy that has successfully executed and delivered in recent turbulent economic times.

Diane is married to Doug Oberhelman and has four grown children: Kathleen Cullinan Brill, Maureen Cullinan Bennett, Alison Cullinan Unkovich, and Allen Cullinan. Doug is the recently retired Chairman and CEO of Caterpillar Inc. They also have eight grandchildren: Austin Brill, Michael Bennett, Hudson Brill, Avery Bennett, Duane Douglas Cullinan, Mary Michael Cullinan, Duke Unkovich and Cameron Cullinan.

Diane’s awards and recognitions include being honored as the 40 Leaders Under Forty Alumnus of the Year in 2015; induction into Junior Achievement’s Central Illinois Business Hall of Fame in 2006; the Boy Scout Distinguished Citizen of the Year Award for Central Illinois in 2005; the Central Illinois Volunteer of the Year Award in 2005; being named one of the 25 Women In Leadership in 2002; and receiving the Illinois Chamber of Commerce Athena Award in 1996.

Christopher M. West

With more than 30 years of experience in the industry, Chris leads the Cullinan organization on a day-to-day basis with specific responsibility for implementation of new developments, leasing, marketing and administration. He also heads the Development and Tenant Coordination team of Cullinan Properties and has successfully completed the development and redevelopment of hundreds of millions of dollars in lifestyle and retail shopping centers. He designed the master development plans for projects such as the 200-acre Grand Prairie Developments, the Levee District and the Streets of St Charles, as well as the redevelopments of The Shoppes at College Hills and East Court Village.

Chris began his association with Cullinan Properties in early 2002 as the leader of Urban Retail

Properties’ development of the Shoppes at Grand Prairie. After Urban’s acquisition in 2002, Chris later joined Cullinan as Partner and Group President.

As Vice President of Development with Urban Retail Properties, Chris spent 17 years developing, expanding and renovating more than 10 major projects nationwide. Chris pays particular attention not only to the flow and logistics of a development, but also to the special amenities which can set a project apart from its competitors. While cognizant of the budget constraints of any project, Chris is nationally recognized for his ability to inject unique features into his new development or redevelopment projects.

Michael C. Owens, C.P.A.

As Chief Investment Officer, Mike leads the investment activities of Cullinan Properties and ensures that the necessary capital stack is in place for all Cullinan projects from national, regional and local sources. During his time at Cullinan, Mike has been the point person on over $1 billion of construction, mini-perm and permanent financing.

Mike also leads Cullinan Properties’ Office and Medical Division. Currently, Cullinan Properties’ portfolio has in excess of $200 million of medical facilities. Including previous projects completed, Cullinan has developed over $300 million of office and medical projects in the last 10 years. Included in the projects completed are:

  • The largest Veterans Administration Outpatient Clinic in the country, located in Austin, TX and completed in February of 2013.
  • A 50-bed Long Term Acute Care Hospital in Peoria, IL built for a joint venture of Methodist Medical Center of Illinois (now affiliated with Iowa Health System/Unity Point Health) and Rehab Care Group (subsequently acquired by Kindred Healthcare).
  • One Technology Plaza, a mixed use development which incorporates a municipal owned 1,000+ car parking deck, retail and office in a CBD setting. The project involved the acquisition of multiple properties, and their demolition and construction of a building for four distinct, divergent stakeholders.
  • Morton Commerce Park is a 100+ acre distribution and office park located along Interstate 74 near its intersection with Interstate 155.
  • Glen Avenue Corporate and Medical Park which is a 20-acre infill project in north-central Peoria, IL consisting of 10 office and medical office buildings.

Prior to joining Cullinan Properties in 1995, Mike was a Senior Financial Analyst and Property
Manager for Equitable Real Estate Investment Management (EREIM) in Chicago, a third party asset manager where Mike maintained an asset portfolio in excess of $300 million. Mike was also a
Senior Property Manager for EREIM’s sister company, Compass Property Management, with responsibility for Commerce Point in Arlington Heights, IL.

In 1988, Mike began his career as a Certified Public Accountant (CPA) at Grant Thornton, a
Chicago-based public accounting firm as a Senior Auditor where he performed audits for a variety of clients including municipal, manufacturing, financial and real estate clients. Mike is a graduate of the University of Illinois at Urbana-Champaign.

Michael F. Norbutas, C.P.A.

Michael is responsible for the financial modeling of various projects, company cash flow projections and cash management, insurance risk management, as well as involvement with various tax and other finance matters.

With a career that began at Price Waterhouse, Mike earned his CPA designation and worked as a senior tax accountant. He then made the transition into the private sector to become CFO, and subsequently, the president of an ICC Class I transportation company.

After successfully operating and later selling that firm, Mike became the financial executive for one of the nation’s largest direct-marketing companies. There he was involved in numerous strategic activities, including mergers and acquisitions and business divestitures. In addition, his responsibilities extended to product pricing matters, international risk management, complex tax planning initiatives, and employee incentive arrangements. Most recently, Mike operated his own tax, financial, and estate planning business where he was responsible for $100+ million in client assets.

Mike earned a BS in Accountancy from Bradley University and an MBA from the University of Illinois.

Sean Garrett

As President of Acquisitions and Director of Community Relations, Sean Garrett oversees all aspects of the acquisition process, including financial analysis, due diligence and underwriting, while also developing and maintaining important relationships with Cullinan Properties’ community partners.  Sean regularly makes investment presentations to senior management, investors, lenders and municipalities.  Sean also provides daily guidance to the leasing and construction departments to help guide potential opportunities from inception to reality.  While at Cullinan, Sean has successfully sourced and structured $75 million in debt and equity for new developments, refinancings and acquisitions.

Sean joined Cullinan Properties in 2011.  Prior to joining Cullinan, he was a Development Associate in Washington, DC at Western Development Corporation, where he coordinated the pre-development of over 1 million square feet of retail and mixed-use projects.  Sean was also a contributing team member at Western during the founding of, which is now one of the leading real estate crowdfunding platforms in the country.

Sean is actively involved in the Peoria community.  He presently serves on the board of the Central Illinois BizPAC, is a member of the Peoria CEO Council, and is on the Peoria Area Convention and Visitors Bureau’s Strategic Action Committee.  Sean is a regular volunteer for the Heart of Illinois United Way, where he has served on the Agency Audit committee and as a cabinet member for the 2013 United Way Campaign.  As a Generation United co-chair, Sean helped establish the BoardSERVE educational program which helps prepare young leaders for the local non-profit board services.  In 2014 Sean was recognized by InterBusiness Issues as one of Peoria’s 40 Leaders Under Forty.

Sean graduated Cum Laude from the University of Pennsylvania.

Steven C. Gatton

As Director of Asset Management, Steven oversees all aspects of property operations for the company, including supervision of both in-house personnel and third party firms.  Steven also coordinates Leasing, Marketing and Tenant Coordination related activities for the managed properties.

Prior to joining Cullinan Properties in 2017, Steven served as the Finance and Asset Manager for The Staenberg Group, where he lead the company on various financial strategies and debt placement for all new and existing projects.  His responsibilities also included day-to-day operations and management of all TSG Retail Properties in the Midwest and Eastern United States.  Preceding The Staenberg Group Steven worked for THF Realty where he managed seventeen shopping centers totaling over 3.3 million square feet.  Previous to his work in management at THF he was a Senior Financial Analyst and was involved with placing $500 million of structured financing.

Steven is a graduate of Keller Graduate School where he earned his Master’s Degree in Business Administration and a Graduate Certificate in Entrepreneurship.  He also holds a degree in business Finance from Lindenwood University.

John Burke

As Property Manager for Streets of St. Charles, John manages the daily operations of Streets of St. Charles in St. Charles, MO and the commercial space at the Lofts at Euclid in St. Louis, MO, upholding high quality standards for each property.

John has more than 26 years of management, leasing and operations experience with expertise in commercial, office and residential property management. John most recently served as the Area Property Manager for Volunteers of America of Illinois, one of the nation’s largest non-profit providers of quality, affordable housing. He managed a sophisticated multi-site/multi-state portfolio and was responsible for ensuring properties met established operational, financial and business goals.  John served as St. Louis Institute of Real Estate Management Chapter 11 Executive Council Programs Chair and is a member of the St. Louis Apartment Association. He was also awarded the Institute of Real Estate Management’s Certified Property Manager of the Year in 2000.

John resides in St. Charles County and works closely with the St. Charles community.

Chuck Huff

As Property Manager, Chuck Huff manages the daily oversight of Cullinan Properties’ Central Illinois owned and managed retail, office and medical properties. Properties he oversees includes the Levee District, East Court Village, EastPort Plaza, Independence Square, UnityPoint Methodist College, North Peoria Associates, and the Peoria Heights Executive Building, among others.

Chuck has been in the construction and real estate field for over 30 years, and has managed both commercial and residential properties. He started his career in the masonry field and has since evolved to all construction trades from the ground up.

Chuck has a degree in Project Management & Operations from Southern New Hampshire University and a HVAC certification from Illinois Central College. He also possesses several accredited certifications in building trades as well as in home inspections.

When not at work, Chuck enjoys spending time with his children and grandchildren and volunteering with youth outdoor education and at a local homeless shelter. His hobbies include flipping and remodeling homes, working in his cabinet shop and participating in shooting events.

Mike Jenkins

As the Quincy Mall Property Manager for Cullinan Properties, Ltd., Mike oversees all departments of Quincy Mall, including marketing, maintenance, security, housekeeping and customer service. His responsibilities also include specialty and seasonal leasing, budgeting and all marketing and public relations efforts for Quincy Mall.

Prior to joining Cullinan Properties, Ltd. in 2013, Mike owned and operated MJ Burton Gifts & Engraving, an upscale engraved gift shop located in Quincy Mall. There, he acquired in-depth knowledge and experience of both Quincy Mall and the entire Quincy community.

Mike is a graduate of Truman State University and received his MBA from Quincy University. He is currently a member of the Quincy Noon Kiwanis.

Stephanie Webster

As Sr. Vice President of Development for Cullinan Properties, Ltd., Stephanie brings nearly 20 years of construction, administration and project management experience to her position. She is responsible for the oversight of the development and tenant coordination department.

Stephanie is detail oriented and prides herself with organizational skills and positive proactive communication to ensure project fluidity and success. She enjoys being a part of all aspects of a project including acquisition due diligence, conceptual site layouts, schedules and budgets, RFP preparation and solicitation, timely construction and opening through project close-out.

Prior to joining Cullinan, Stephanie was a Construction Project Manager for a Peoria area general contractor. She earned a bachelor’s degree in Construction Management from Bradley University and is a member of the International Council of Shopping Centers (ICSC). Stephanie currently serves as the Town Architect for the Streets of St. Charles and on the Board of Directors for the Streets of St. Charles Community Improvement District (CID). Kathleen Brill

Kathleen is responsible for new development and existing property leasing and sales at properties owned and/or managed by Cullinan Properties including The Levee District at East Peoria Downtown (East Peoria, IL), Grand Prairie Developments (Peoria, IL) and Streets of St. Charles (Metro St. Louis, MO).

Prior to joining Cullinan Properties in 2006, Kathleen was a Real Estate Agent with WestTown Realty, now InCommercial Property Group. She has successfully completed over 1,000,000 square feet of transactions with Cullinan Properties, including big box and junior anchor retailers, such as Target, Costco, Gordmans and Hy-Vee, as well as numerous national and regional small shop tenants and restaurants. Kathleen is a member of the International Council of Shopping Centers (ICSC) and is based out of Cullinan’s Chicago office.

Kathleen is a graduate of the University of Wisconsin-Madison with a BA in Business and studied abroad at the American Intercontinental University in London, England. She is co-founder of the Peoria-area Kid Konnected, a support group for children of parents with cancer.

From 2008-2013, Kathleen served as Auxiliary Board President for the Sue Duncan Children’s Center, a safe haven for children, where staff and volunteer tutors work closely to strengthen core academic skills, while also developing self-esteem, respect for others and a renewed sense of hope. She continues her affiliation with the organization as a member of the board. Additionally, Kathleen served on the Auxiliary Board of the Art Institute of Chicago from 2012 – 2014.

Scott Fitzgerald

Scott D. Fitzgerald, Vice President of Leasing and Development joined Cullinan in 2015. Scott brings 15 years of leasing, development, property management and accounting experience to the Cullinan team, and is based in Cullinan’s Chicago office.

As Vice President of Leasing and Development, Scott manages all stages of the leasing and development process for assigned projects, including underwriting, due diligence, leasing and financing. Currently, those projects include Waller Town Center in Waller, TX, as well as other new development opportunities sought by Cullinan. He is also responsible for leasing and sales at properties currently owned and/or managed by Cullinan including The Levee District at East Peoria Downtown in East Peoria, IL, Quincy Mall in Quincy, IL and the Grand Prairie Developments in Peoria, IL.

Prior to joining Cullinan, Scott was the Leasing Manager at Tri-Land Properties, Inc., where he successfully completed over 650,000 square feet of transactions. In that role, he was primarily responsible for leasing, marketing and development of the company’s Chicago, Kansas City, Milwaukee, and Minneapolis/St. Paul portfolios. In addition, he played a support role in the refinancing efforts of properties in Tri-Land’s portfolio, including evaluating financial performance of those properties and assisting in revising the forecasted rental streams, and capital improvement budgets.

Prior to Tri-Land, Scott served as a senior accountant at BDO Seidman in Chicago. Fitzgerald is a graduate of Illinois State University and a member of the International Council of Shopping Centers.

Kyle Essex

Kyle Essex brings over 10 years of professional experience which includes design, planning, and managing development activities for a diverse range of real estate, building construction and development projects. He has completed several projects at over twenty different properties within Cullinan’s past and present portfolio, which range from basic remodels to the recent development of The Levee District in East Peoria. Kyle is a well-rounded team member and quickly adapts to different projects and responsibilities within the construction department.  Kyle takes pride in his ability to manage several smaller projects or multiple components of a large project, at the same time.  He is very organized, detail oriented and pays close attention to the overall schedule and the project budget.

Kyle earned his bachelor’s degree in Architectural Studies, with a strong concentration in real estate, from The School of Architecture at Southern Illinois University, Carbondale in 2006. Kyle is a member of the International Council of Shopping Centers (ICSC) and a licensed Real Estate Broker in the State of Illinois.

Patty Kueneke

As a Senior Real Estate Representative at Cullinan Properties, Patty is responsible for leasing and sales of existing and new development at Streets of St. Charles and 625 N Euclid in Metro St. Louis, MO and the Shoppes at River Hill in Topeka, KS.

From March 2002 through March 2014, Patty worked with nationally credited tenants such as Dunn Bros. Coffee, CCA Global Inc., Floor Trader, Advance Carpet One, Krispy Kreme and British Petroleum (BP) while serving as Vice President and Senior Leasing Broker for Solon Gershman, Inc. In this role, she had full responsibility for the leasing of major retail properties throughout the St. Louis Metropolitan area as well as implementing the sale of several retail properties.  She was awarded the Top Achiever Award by Solon Gershman, Inc. in 2008.

Patty spent several years as the owner of Kueneke Properties, Inc. where she developed a commercial brokerage firm that specialized in tenant representation and site selection for nationally credited tenants such as BP/Amoco, Bennigan’s, Family Video and Lion’s Choice.

As a Business Development Manager for InSite Real Estate Development, LLC, Patty developed and implemented strategy for various build-to-suit programs including deals for Blockbuster Video locations throughout 23 states and Canada.  Additionally, she spent six years with Blockbuster Entertainment Corporation, leading the company in new store development.

Patty is a member of the International Council of Shopping Centers (ICSC) and a graduate of Washington University in St. Louis, MO.  In 2006 and 2007, she received the Retail Power Broker distinction as awarded by CoStar.


Kim LeHew

As a Senior Real Estate Representative at Cullinan Properties, Kim is responsible for leasing and sales of existing and new development at The Levee District at East Peoria Downtown (East Peoria, IL), East Court Village (Pekin, IL) and Grand Prairie Developments (Peoria, IL).  She is also the local representative for the company’s portfolio of office, retail and medical properties in the Greater Peoria area.

Throughout her career, Kim has completed many successful regional and national transactions including leasing existing space, sales, ground leases and build-to-suits with companies like CEFCU, Chase Bank, Edward Jones, Ameriprise Financial, AFLAC, Liberty Mutual, State Farm Insurance, Erie Insurance, American Family Insurance, OSF Medical Group, America’s Best Eyeglass, Golden Corral, FedEx/Kinkos, RICOH and NTN Bearings.

Kim is a member of the International Council of Shopping Centers (ICSC) and a graduate of Illinois State University.  She is an active member of the National Association of Realtors, Illinois Association of Realtors and the Peoria Association of Realtors.  In 2011, Kim graduated from the Peoria Area Association of Realtors Leadership Academy.  In 2010, she chaired the Commercial MLS Committee and served as the Vice Chair of this group in 2013. Kim is an active member of the community, having been part of the Board of Directors for the East Peoria Chamber of Commerce from 2011 to 2013 and serving on the Executive Board from 2014 to present.  She has also volunteered with the St. Jude Midwest Affiliate and Easter Seals, holding the position as Chairman of the Wines & Polo on the Prairie event in 2012 and 2013.

Kim enjoys spending time with her family on the golf course, ski slopes, boating and on the family farm.

Ginger L. Benz

As Vice President of Operations and Marketing for Cullinan Properties, Ltd., Ginger brings over 20 years of operational management and marketing experience to the Cullinan Properties team.  She is responsible for the day-to-day oversight of operations, marketing and administration and works closely with ownership on implementing business plans.  Ginger has been integral in the pre-development activities for the Levee District at East Peoria Downtown, East Peoria, IL, the Streets of St. Charles, Metro St. Louis, MO and Rock Run Crossings in Joliet, IL.

Prior to joining Cullinan Properties, Ginger was the Director of Marketing and Public Relations at CPM Marketing Group, Inc., a Customer Relationship Management and database marketing provider for the healthcare, financial services and telecommunications industries.

Ginger serves on the board of the Neighborhood House Association, is an East Peoria Chamber of Commerce Ambassador and a member of the International Council of Shopping Centers.  She is a graduate of Midstate College.

Anaise Berry

Anaise joined Cullinan Properties in 2015 and brings with her more than 25 years of marketing experience.  As Director of Marketing & Communications, Anaise Berry leads the marketing team, implementing and overseeing Cullinan Properties’ corporate global marketing and public relations strategy, as well as consumer and lease marketing efforts for company-owned properties throughout the United States. Anaise also manages corporate communications for Cullinan.

Prior to joining Cullinan, Anaise was the Executive Director for the Illinois River Road National Scenic Byway, a federally designated corridor winding through a 10-country region.  Anaise led and managed all facets of the non-profit organization developing and marketing the Scenic Byway as a community and regional catalyst for tourism, economic development and quality of place.

Anaise graduated from North Central College in Naperville, Illinois with a B.A. in Marketing.

Nicole Sutherland

As Marketing Manager for Cullinan Properties, Ltd., Nicole brings over ten years of marketing and event management experience to this role.  Her responsibilities include implementation of the marketing strategies for projects and developments such as The Levee District at East Peoria Downtown and EastPort Plaza, East Peoria, IL, East Court Village, Pekin, IL and all Peoria office properties.  Nicole also manages all aspects of Cullinan Properties’ presence at regional and national industry trade shows including onsite coordination and vendor relations.

Prior to joining Cullinan Properties, Nicole was an Event Manager at the Peoria Civic Center where she was an integral part of the Event Services team specializing in exhibit hall, theater, arena and meeting space management.

Nicole is active in the Peoria community and currently sits on the Board of Directors for ArtsPartners of Central Illinois and Keep Peoria Beautiful, as well as lending her time to other volunteer committees throughout the area. She is a graduate of Illinois State University.
