Christopher M. West

Chris leads the Cullinan Properties organization with specific responsibility for implementation of new developments, leasing, marketing and administration. With more than 35 years of experience, he has successfully completed the development and re-development of hundreds of millions of dollars in mixed-use, retail, office, medical and multi-family projects, including the master planning and development of projects such as Streets of St Charles, The Levee District and Grand Prairie Developments. Chris pays particular attention not only to the flow and logistics of a development, but also to the special amenities which can set a project apart from its competitors.

Prior to joining Cullinan Properties in 2002, Chris served as Vice President of Development with Urban Retail Properties Co., where he was responsible for developing, expanding and renovating more than ten major projects nationwide. Preceding Urban Retail Properties Co., Chris had various roles in Property Management for JMB Properties. He holds a Bachelor of Science Degree from Illinois State University.

Chris is a member of the International Council of Shopping Centers (ICSC). He is also a licensed real estate broker.

Stephanie Webster

Stephanie oversees Cullinan Properties’ Development and Tenant Coordination Department. She is involved in all aspects of Cullinan Properties’ development and construction projects, including acquisition due diligence, conceptual site layouts, schedules and budgets, RFP preparation and solicitation, timely construction and opening and project close-out. Stephanie brings nearly 20 years of construction, administration and project management experience to her position. She is detail oriented and prides herself on her organizational skills and positive proactive communication to ensure project fluidity and success.

Prior to joining Cullinan Properties in 2003, Stephanie served as Construction Project Manager for a Peoria area general contractor. She holds a Bachelor’s Degree in Construction Management and minor in Business from Bradley University. She is also a LEED Green associate.

Stephanie is a member of the International Council of Shopping Centers (ICSC). She currently serves as the Town Architect for the Streets of St. Charles and is on the Board of Directors for the Streets of St. Charles Community Improvement District (CID). Stephanie has been recognized by InterBusiness Issues as one of Peoria’s 40 Leaders Under Forty and by Midwest Real Estate News as one of their Women in Commercial Real Estate.

Rob Lochner

Rob leads development and municipal related activities for Streets of St. Charles, Lofts at Euclid and new projects in the St. Louis market and throughout the Cullinan portfolio. He is involved in construction management, tenant coordination, conceptual site layouts, schedules and budgets, acquisition due diligence, and leading and obtaining state, federal and/or city incentives for assigned developments.

Prior to joining Cullinan Properties in 2019, Rob served as Vice President of Project Development for St. Louis-based Koman Group. He was responsible for all development activities from concept to occupancy for premier mixed use properties. Preceding Koman, Rob was Vice President of Development at Clayco Realty Group and Optimus, both national real estate development companies focused on commercial and multi-family initiatives. Rob’s 25+ years of experience also include a substantial background in retail development while at May Department Stores and Westfield. Rob holds a Bachelor’s Degree in Architecture from the University of Kansas and is a licensed architect in the state of Missouri.

Rob is a member of the Architectural Review Board for the City of Ladue and St. Louis University High School Facilities Committee. He is also an active volunteer and supporter of Patriot Training Foundation, which provides critical training at no cost for those pursuing careers as commissioned officers in the U.S. military. Rob was awarded the AGC Keystone Award for Project of the Year in 2012 through his work with Peabody Opera House in St. Louis.

Jim Testin

Jim is responsible for leading Cullinan Properties’ pre-development and ongoing development projects from inception to completion. His role includes overseeing development and municipal related activities for Rock Run Crossings in Joliet, IL and other developments throughout the Cullinan portfolio. Jim brings more than 30 years of public and private sector development experience to the team.

Prior to joining Cullinan Properties, Jim served as a Planning and Client Services Manager at Hamilton Consulting Engineers, Inc. There, he assisted public agencies with their infrastructure, planning, building, management and economic development efforts. He also assisted private organizations with planning and zoning entitlement processes. Prior to Hamilton, Jim was a Regional Operations Director at SAFEbuilt. He also served as Community Preservation and Development Director at the City of Park Ridge and the Village of Plainfield. Jim holds a Master’s Degree in Urban and Regional Planning from Florida State University and a Bachelor of Science Degree from the College of Agriculture, Consumer and Environmental Sciences at University of Illinois. He is also a certified planner through the American Planning Association (AICP).

Jim has been a member of the International Council of Shopping Centers (ICSC) for more than 15 years. He is a member of the American Planning Association and has served as president and treasurer of the association’s Chicago Metro Section.  Additionally, Jim is active with the University of Illinois Alumni Association and has been inducted into the University of Illinois’s ACES Alumni Association’s Round Barn Society. He has received an Honorary Degree from the National FFA Organization and his projects have received awards from the Illinois Parks and Recreation Association and the Illinois Chapter of the American Planning Association.

Kyle Essex

Kyle is responsible for the design, planning and management of Cullinan’s development activities. He has completed projects at over 20 properties within Cullinan’s past and present portfolio, which range from basic remodels to greenfield retail, office and medical office developments. Kyle is a well-rounded team member and quickly adapts to different projects and responsibilities within the development department. He takes pride in his ability to manage several projects at the same time. Kyle is very organized, detail oriented and pays close attention to the overall schedule and the project budget. He brings over 12 years of professional experience in real estate, building construction and development projects to the Cullinan team.

Kyle joined Cullinan Properties in 2006. He holds a Bachelor’s Degree in Architectural Studies, with a strong concentration in real estate, from The School of Architecture at Southern Illinois University- Carbondale.

Kyle is a member of the International Council of Shopping Centers (ICSC) and is a licensed real estate broker. He has been recognized by InterBusiness Issues as one of Peoria’s 40 Leaders Under Forty.
